EU GPSR Compliance Checklist for China E-Commerce Sellers

EU GPSR compliance for China sellers is now a core requirement for non-food consumer products offered to European Union customers through websites and online marketplaces. The General Product Safety Regulation has applied since 13 December 2024. A seller that cannot connect product safety evidence, an EU-based responsible economic operator, traceability information and online listing data may face platform removal, customs disruption, recall or regulatory action.

Does the GPSR apply to your product?

The GPSR provides the general safety framework for consumer products that are not fully covered by more specific EU product legislation. Product-specific rules may also apply to electronics, toys, cosmetics, machinery, batteries or other categories. Map every SKU to the relevant legislation before relying on a general checklist.

Responsible person and economic operator

For products placed on the EU market, identify the responsible economic operator and document the role of the manufacturer, importer, authorised representative, distributor or fulfilment service provider. Names and contact details must match the product, packaging, accompanying documents and online offer where required.

Online listing information checklist

  • manufacturer name, postal address and electronic address;
  • EU responsible person details when applicable;
  • product identifier, model, type, batch or serial information;
  • clear product image and identification;
  • required warnings and safety information in appropriate languages;
  • consistent data across packaging, manuals, certificates and marketplace fields.

Technical and safety evidence

Maintain a risk assessment, applicable standards, testing reports, supplier declarations, production-control records, traceability data and complaint history. A test report should match the final product, components, model and factory. Generic or expired evidence can fail during a platform or authority review.

Recall and incident readiness

Create written procedures for complaints, serious accident reporting, authority contact, corrective action, consumer notice and product recall. Keep sales and distribution records that allow affected products and customers to be identified quickly.

Representative scenario: listing data does not match the product

Representative scenario, not a specific client result: a Chinese seller has a valid test report for an earlier model, while the online listing shows a changed battery and a different importer. A marketplace request exposes the mismatch. A SKU-level evidence matrix and change-control process could identify the problem before suspension.
